NSW Liberal Party candidate Fiona Kotvojs has conceded defeat in the Bega state by-election more than a week after Labor declared victory.

Labor candidate Michael Holland secured the traditionally safe Liberal seat for the party for the first time in its history, in one of four by-elections earlier this month.

"I've just called Michael Holland to congratulate him on being chosen as our next member for Bega," Dr Kotvojs said.

"The way the postal votes are coming in it's very unlikely that I'll be able to win at this point."

The Liberals went into the by-election with a margin of 6.9 per cent.

The final results may not be available until next month due to an overwhelming number of postal votes.
