The cause of the crash in which a man, believed to be in his 50s died, is yet to be determined, with police investigators still on scene.
The passenger is believed to be a man in his 70s.
Victoria Police acting Investigator Darron Huffer said the passenger was flown to hospital and had sustained injuries.
“I believe he’s got some internal injuries, so he’s been airlifted to a hospital in Melbourne,” he said.
“At this stage, the assessment was serious injuries but not life-threatening.”
Investigator Huffer said they were unable to identify the pilot as the family was still being notified of the incident.
Police received a call about the incident at 8am and arrived on the scene at 8.40am, where a CFA unit was already on scene.
The air ambulance arrived soon after, followed by the Tatura SES unit.
It is believed the gyrocopter was privately owned and would have taken off from a private airstrip.
Police detectives are investigating the incident and the Australian Transport Safety Bureau has been notified and is assisting with further investigations.
The coroner has also been notified.
Inspector Huffer asked the community if they had any information regarding the gyrocopter or the crash to report it to Crime Stoppers or their local police station.
“Basically, we’re looking for any information in regards to a gyrocopter, whether it’s been sighted here, any engine issues or anything out of the ordinary,” he said.
“If anyone has any witness of it or footage, we would appreciate it.”

Police are investigating a fatal aircraft crash near Goulburn Weir on Sunday, November 5.
Police have been told a gyrocopter with two people onboard crashed onto private property on Snipey Rd about 7.15am.
The pilot, who it yet to be formally identified, died on the scene.
The passenger was flown to hospital with non-life-threatening injuries.
The exact cause of the crash is yet to be determined.
