Emergency services were called to a man lying on a road in Shepparton early on Friday, June 17.
Police and ambulance officers were called to the incident in Newton St about 8am.
It is not known how long the man had been there but he was cold and still breathing when found, police said.
Police believe he may have been drug-affected.
The man was taken to hospital for observation.
